Maurice Locke founded Locke Lord Bissell & Liddell LLP in Dallas in the late 19th century. The firm now has a further four offices in Houston and Austin as well as New Orleans and Washington, DC. Seven of the eight practitioners we list are, however, based in the firm's hometown office and between them feature in seven of the following chapters.

The Employee Benefits chapter is where the firm puts in its strongest performance, with two highly rated lawyers listed on the following pages. Locke Liddell can count Dell, El Paso Energy and Kimberly Clark among its clients in this area. Partner Philip Bush is "top-drawer" for compliance work, as well as for resolving compliance issues in front of the Internal Revenue Service and the Department of Labor, and for his proficiency in tax advice in the field. Dallas-based Stuart Bumpas is "immensely knowledgeable", with a background as former assistant to the commissioner of the IRS, and he is particularly recommended for his work relating to the design and implementation of tax-qualified retirement plans.
Other practitioners of note include white-collar criminal defence lawyer Robert Sussman and corporate tax expert Brent Clifton. Bryan Goolsby was described to researchers as a "major player" in the M&A field and Phillip Jones put in a similarly strong performance in the Labour and Employment chapter. Billie Ellis is included in the real estate section of this publication and Paul Van Slyke makes his mark in Trademarks with his "a great reputation for anti-counterfeiting work".
