He studied law at the university Pontificia Universidad Católica del Ecuador in Quito, Ecuador, where he graduated with a juris doctor in 1994. He later pursued postgraduate studies at the Universidad Andina Simón Bolívar in Quito, Ecuador, where he obtained master degrees, one focusing on Public Contracts and Privatisation, in 1999, and the other in Taxation, in 2000. In 2011 he obtained a master degree in Public and Constitutional Law from the Universidad de Salamanca, Spain.
In December 1992, he was appointed as the executive assistant of the State Attorney General and he is a member of the International Bar Association and he participates in the energy, environment, natural resources and infrastructure section of the IBA (Seeril).
Cesar has a special interest in arbitration and is an arbitrator of the Arbitration Center of the Quito Chamber of Commerce and of the Construction Chamber of Commerce.
Since 2004, he has been course director and professor of Public Law (www.cesarzumarraga.com) at the Universidad de las Americas (UDLA) Law School (www.udla.edu.ec).
Cesar is fluent in Spanish and English.
