Biography: Trade & Customs

Dr Lothar Harings is attorney and partner at Graf von Westphalen. He specialises in EU law with a particular focus on customs law, antidumping-law, sanctions and export control law and other regulatory aspects of international trade as well as EC state-aid law. Dr Harings advises multinational companies on sanctions and embargoes; among his clients are oil and gas companies and producers of steel and pipes as well as technology companies. He regularly represents clients before the national courts and the European Court of Justice.

Dr Harings completed his legal education at the universities of Freiburg and Heidelberg (Dr iur) and worked as a research assistant at the Institute for German and European administrative law at the University of Heidelberg. He is a lecturer at Bucerius Law School and a member of the board of the European Forum for External Trade, Excise Duties and Customs as well as a member of the advisory board of the Centre for Foreign Trade Law. He regularly publishes on EU trade and customs law, is co-author of Dorsch, EU Customs Law, and has repeatedly been listed as a leading name in EU Customs Law and Export Control Law as well as a recommended attorney for foreign trade in the JUVE Handbook of German corporate and commercial law firms.

Dr Harings speaks German and English. He joined the firm in 1997.
