His area of specialisation is telecommunications. He advises on M&A and transactional issues, regulatory strategy, and complex procurement. Richard has been actively involved in the communications industry for over 15 years, and has worked with many national and international carriers including AAPT, Crown Fibre Holdings NZ, NBN Co (Aust), Primus Aust, SingTel Optus, Telstra, Telecom New Zealand, Telecom Italia and other industry participants. He has also advised governments, policy-makers and regulators in Australia and New Zealand.
Recent experience includes a number of M&A transactions in the sector; regulatory advice to the Australian government in relation to the implementation of the National Broadband Network; lead adviser to the Australian government in relation to the possible renewal of the 15-year mobile spectrum licences; and advice to industry on a range of complex projects and procurement arrangements. He is a former senior executive with Telecom NZ and AAPT, responsible for infrastructure investment, network planning and wholesale/interconnection arrangements. He is also a former regulatory strategy executive with Telstra Corporation.
Richard is a fellow of the Australian Institute of Company Directors, a member of the Law Council of Australia's competition and consumer committee, director of the SAFETRAC Pty Ltd, chairman and director of Cambridge Australia Scholarships Limited, and a fellow of Leadership Victoria.
