Some of the many cases in which Mr Hernandez have been involved are: legal advice to a European consortium for the bid and negotiation of the contract for the construction of the US$230 million Central American main transmission line (SIEPAC); a US$1.2 billion public works contract for the construction of a 62 kilometre sewage tunnel in Mexico City and surrounding states and its tunnel boring machines, a US$38 million construction arbitration of a public works project; the general advice to the consortium that currently constructs the US$1.2 billion Mexico City Metro. He has also acted as counsellor and dispute adjudicator in dispute boards in Mexico and Central America; he has acted in more than 50 mediation procedures related to federal government contracts.
Mr Hernandez has been the co-chair of the international construction projects committee of the International Bar Association (IBA) (2009 to 2011) and he currently chairs the construction disputes committee of ICC Mexico as well as chair of the anticorruption committee of ICC Mexico. He is a member of the executive committee of the division 8 construction forum of the American Bar Association (ABA).
Mr Hernandez was the consulting editor and co-author of the book International Public Procurement: A Guide to Best Practice, published by Globe Law and Business in London, England; he was the consulting editor and co-author of the book Legal Aspects of Public Procurement in Mexico, published by the BMA; and he co-authored the book International Construction published by the ABA. He has been invited as a speaker in several countries by international institutions and organisations such as King's College; the IBA; the ABA; the ICC; the Universidad Peruana de Ciencias Aplicadas; the Universidad de Lima; and the Canadian Commercial Corporation, among others.
