Mr Tombeur has been controller for the national state, appointed by the Central Bank of the Argentine Republic, at Seguro de Depósitos SA (SEDESA) (equivalent to US FDIC), 1997-2001; legal undersecretary of the Ministry of Economy and Public Works and Services, 1992-1996; member the board of directors of the Central Bank of the Argentine Republic, 1991-1992; and partner of the firm Caride Fitte & Tombeur, 1977-1991.
His representations in the area of mergers and acquisitions include Repsol YPF, as only selling shareholder, in the US$1,070 million secondary public offering to sell 26.21 million ADSs of YPF, in the international capital markets (2011), and in the US$85.3 million offering to sell in block 1.9 million shares of its Argentine subsidiary YPF, in the Buenos Aires Stock Market (2011); Banco Patagonia, an Argentine commercial bank, and its controlling shareholders in the US$480 million sale of 51% of Banco Patagonia to Banco do Brasil, a brazilian sovereign universal bank (2010); YPF, Astra and Repsol Argentina in the merger with YPF as subsisting corporation, with assets in total of AR$14,068 million (2001); to Repsol, as bidder, in the exchange offers (OPA) for Astra shares in Argentina and Switzerland, and of YPF in Argentina and United States in exchange of new shares of Repsol (2000).
