Aleksander is an editor and co-author of a commentary on the Polish competition law, published by WoltersKluwer. He is the author of several other publications on the subject, including a discussion of the interplay between competition law and regulatory tools that was published in a book commemorating the 15th anniversary of the Polish Competition Authority.
In the area of competition law, Aleksander has been involved in a great number of proceedings before the Polish Competition Authority including some of the landmark cases on abuse of a dominant position and on cartel behaviour (among other things, he has advised on an appeal against one of the largest fines ever imposed in Poland and on one of the first cases where article 102 TFEU was applied by the Polish Competition Authority alongside the Polish competition law).
Aleksander has also advised major Polish and international clients on compliance programmes, leniency applications and in numerous proceedings related to the control of concentrations.
He is a frequent speaker at Polish and international conferences on competition law. This year, he has been invited to lecture on competition law for a postgraduate diploma course organised by the Institute of Legal Studies at the Polish Academy of Sciences in Warsaw.
In the field of public procurement law, besides advising clients in numerous public procurement proceedings, Aleksander also acted as an expert in the legislative process to draft the new Polish Public Procurement Law (and is in the process of drafting several subsequent amendments to the law). He has been involved in a World Bank-funded project to draft sample tender documents to be used for public procurement in Poland. He is also a co-author of a highly acclaimed commentary on the Public Procurement Law and of a practical guide to the Polish public procurement system (both published by the Polish Public Procurement Office).
Aleksander is a graduate of the School of Law and Administration at Adam Mickiewicz University in Poznan. He completed, with honours, the Pallas LLM European Business Law programme.
