Biography: Trade & Customs

Alexander has had significant experience in different customs areas, as well as in carrying out customs verification in the framework of audit and pre-investment customs expertise. In particular, he is experienced in advising clients on customs planning issues through optimising customs payments, including customs valuation issues (in particular, related-parties transactions, licence fees etc), the implementation of customs regimes and assessing of the flow of goods and customs procedures, on customs issues arisen in connection with the manufacturing of goods in Russia, restructuring import operations, on implementation of simplified customs procedures, and 'green channel' procedures etc. Alexander took part in the preparation of the Russian Customs Code, the Russian customs valuation legislation, the Customs Code of the Customs Union of Russia, Belarus and Kazakhstan, the Federal Law on Customs Regulation in the Russian Federation, and of the main resolutions of the Customs Union Committee.

At present Alexander continues to work as an expert with State Duma deputies in working out the amendments to the customs legislation. He also provides legal support to the Ministry of Economic Development of the Russian Federation in the course of drafting acts of customs union between Russia, Belarus and Kazakhstan.

Alexander previously worked with the Federal Customs Service of Russia for six years. Prior to joining Pepeliaev Group in 2009, Alexander worked with the Moscow office of Deloitte & Touche, in the position of the senior manager of the tax and legal department for a period of three-and-a-half years.
