Mr Delgado has been general counsel of Banco Cuscatlan and is a member of the board of directors of Tarjetas de Oro SA, the issuers of Visa and MasterCard in El Salvador. He has also served on the supreme board of directors at the Superintendency for Energy and Telecommunications, representing the country before the International Telecommunications Union (ITU) at the world headquarters in Geneva and in the regional headquarters in Tegucigalpa. He has held important positions in the Salvadorean Association of Banking Law (ASDEBAN) of which he is co-founder.
He is a Bachelor and Licentiate in Law from Dr José Matías Delgado University, and he obtained a diploma of Legal Aspects of International Business from INCAE-Georgetown University Law Center.
He is a founder member of Salvadorean Banking Law Association, also he belongs to the Salvadorean Commercial Law Association and the Inter-American Trust Law Committee. He is the author of the leading book Derecho Bancario Salvadoreño (2007).
