Biography: Competition

Dr Ilia Rachkov, a partner at Noerr, specialises in mergers and acquisitions, competition law, and litigation. Since 1996 Ilia has acquired substantial experience in advising foreign and Russian companies, particularly in the pharmaceuticals, machinery, media, automotive and regulatory sectors in Russia.

Ilia's recent merger experience includes acting for Volkswagen (merger of Volkswagen Rus OOO with and into Volkswagen Group Rus OOO); Komatsu Manufacturing Rus (admittance of EBRD as a financial investor in its Russian production plant in Yarolslavl); EMAlliance (acquisition of shares in TETRA Energie Technologie Transfer GmbH); and RTL (acquisition of eight Russian media companies).

With regards to dominance cases, Ilia advised the Russian arm of aluminum manufacturer Alcoa on the dominant market position of its production plants in several markets; InterRail Holding on the acquisition of shipping agency Trans-Siberian Express Service from Maersk; and a major international car and truck manufacturer on multi-jurisdictional merger filings in connection with two joint ventures.

Ilia writes and lectures frequently on competition law and regulation. He is the author of Russian chapters in editions Vertical Agreements and Cartel Regulation of Getting the Deal Through series (Law Business Research Ltd.) and gives comments on a regular basis on Russian antimonopoly news in Global Competition Review.

Ilia joined the Moscow team of Noerr (previously Noerr Stiefenhofer Lutz) in 2006. In 2007 he was ap-pointed local partner in Moscow and was promoted to equity partner in January 2009. He is a member of the Association of Independent Directors and of the legal committee of the Russian-German Chamber of Commerce. Ilia teaches international public law in the law faculty of Moscow State University.
