After graduating from the Federal University of Minas Gerais Law School in 1989, he attended a specialisation course in Business Law at the Pontifical Catholic University of Minas Gerais Law School the following year.
Between 1993 and 1994 Eduardo Maneira was the chief of staff of the Fiscal Attorney General of Brazil. In 1996 he founded, along with other colleagues, the Brazilian Association of Tax Law, where he is the secretary general. He was also an advisor at the Bar Association of Minas Gerais from 1998 to 2003, as well as the president of the Bar exam commission during that time.
In 1994 he obtained his Masters in Constitutional Law and published the book The Principle of Non-Surprise of the Taxpayer. He received his PhD in Tax Law in 2002 from Federal University of Minas Gerais Law School.
Eduardo Maneira has been an associate tax law professor at the Federal University of Rio de Janeiro Law School since 2004, and previously taught Tax Law at the Federal University of Minas Gerais from 1995 to 2004.
Recently Eduardo Maneira was nominated one of the directors of the Brazilian Association of Financial Law which represents the International Fiscal Association in Brazil.
