He acted as chair of the Latin American Tax Practice Group and became member of the Global Tax Steering Committee of Baker & McKenzie from 1 July 2005 to 30 June 2009. During this time he also acted as a member of the Global Transfer Pricing Sub-Group of Baker & McKenzie.
He was appointed as chair of the Latin American Value Added Tax Practice Group and a member of the Global Value Added Tax Steering Committee of Baker & McKenzie as of 1 July 2009. His major published works are; Transfer Pricing in Mexico, the Commerce Clearing House; Mexican Tax Guide, Commerce Clearing House; International Tax News (New York); The Journal of International Taxation; International Finance Newsletter; International Bureau of Fiscal Documentation ("IBFD"); The World Trade Executive Journal; The Euromoney Corporate Tax Handbook; The World Trade Executive, Inc. and Thomson Reuters; IDC Asesor Jurídico Fiscal.
His major presentations have been at the International Fiscal Association the Conference; The Council for International Tax Education; The Asociación Mexicana de Ejecutivos en Relaciones Industriales, AC, The Instituto Mexicano de Ejecutivos de Finanzas; The Industrial Chamber of Madrid; The Advanced Forum on Global Transfer Pricing; The US - Mexico Chamber of Commerce - Mid-America Chapter; The Atlas' "Symposium On International Transfer Pricing"; The Global Transfer Pricing Forum; The International Association of Drilling Contractors; The Tax Executive Institute; The Forum to Promote Investment in Mexico organised by ProMéxico; The Instituto de Investigaciones Jurídicas de la UNAM; The Council of International Tax Education and other presentations organised by Baker & Mckenzie in Asia, Europe, the United States and Latin America; The First National Taxpayers Forum organizaed by the recently created PRODECON (Procuraduría de la Defensa del Contribuyente - the Mexican Taxpayers Ombudsman).
He received his law degree from Escuela Libre de Derecho in Mexico City, being admitted to practice law throughout the Mexican Republic since 1987. He attended specialist courses in taxes and tax law at the Instituto Tecnologico Autonomo de Mexico and received his Master of Law degree (LLM) from the University of Notre Dame (London Law Center). He also has a specialist qualification in international taxation at the International Bureau of Fiscal Documentation and completed the Comparative Tax Policy and Administration programme at Harvard University.
He is a member of the Tax Committee of the Mexican Bar Association, the International Bar Association, the International Fiscal Association, the Tax Committee of the British Chamber of Commerce of Mexico and of the Canadian Chamber of Commerce of Mexico. He is founder member of the Legislative Tax Analysis Group, Grupo Análisis Tributario Legislativo (ATRIL).
