Cyrus is a leading specialist in EU procurement law, with over 20 years' experience in advising central government, local authorities and public bodies (including Royal Mail, the National Audit Office, Carbon Trust, the London Development Agency and the Homes & Communities Agency), as well as several contractors, utilities and service providers. He regularly advises the public and private sectors on major PFI and PPP transactions, in a range of sectors including health, education, defence, IT/technology and transport, including, for example, the London Underground PPP arrangements.
His contentious experience in procurement law includes acting for the Coal Authority in Abbey Mining v Coal Authority and Carbon Trust in Ecotricity v Department of Energy and Climate Change. He has also handled numerous cases (making or defending complaints in infraction proceedings) before the European Commission.
Cyrus has advised the European Commission in preparing a report, in conjunction with Europe Economics, on the impact of the EU procurement directives. His procurement practice has an increasingly international dimension, having recently advised on procurement issues arising in other jurisdictions such as Poland and Cyprus.
Cyrus coordinates the CBI's working group on state aid. He was also chairman of the Law Society's European group in 2002/03. He has contributed several publications on competition law, public procurement and state aid.
He is listed as a leading EU/competition law practitioner in various legal directories, including Legal 500, Chambers, Global Counsel, Euromoney Legal Guide to Leading Competition Lawyers and Legal Experts 2010.
