Biography: Public Procurement

Ian Bendell is a foreign legal consultant at Davis LLP, working from the firm's Toronto office with the national infrastructure and project finance practice group. Mr Bendell has extensive experience advising on international project financing transactions, particularly in public infrastructure. He specialises in advising public authorities, project companies, sponsors, banks and other funding institutions around the world on the procurement, financing and implementation of major projects.

As a professional, Mr Bendell successfully closed the first Canadian acute health care public-private partnership (P3) - the William Osler Health Centre - as an adviser to the hospital authority. He has also advised the successful proponents on a number of recent high profile projects in the Canadian market (2005-2007), including SNC-Lavalin on the Okanagan Lake Bridge Project, Bilfinger Berger BOT Inc on the Kicking Horse Canyon Project and Golden Ears Bridge Project. He also advised a group of international lenders and a monoline insurer in connection with the June 2006 closing of the E-18 Highway (Grimstad-Kristiansand) project in Norway. Among other projects, Mr Bendell recently advised the proponent in connection with the Calgary Ring Road Project (Northeast Stoney Trail).

Mr Bendell has been on the roll of solicitors of England and Wales since 1987 and is in the process of becoming qualified in Ontario. He is a former partner of the major London law firm of CMS Cameron McKenna and, in that capacity, developed extensive P3 expertise in the European market, most notable being his role as lead adviser to the public authority for the award-winning Dutch High Speed Rail Link Project (£4 billion).
