Biography: Corporate Immigration

Rodney Malpert is a partner and co-managing attorney for the Phoenix, Arizona office of the world's leading corporate immigration law firm, Fragomen, Del Rey, Bernsen & Loewy. He specialises in all aspects of business-immigration and related laws, with emphasis on PERM Labor Certification, corporate reorganisations, pre-hire processes/discrimination, consular practices and security advisory opinions, lobbying and legislative analysis, and non-immigrant statuses. Prior to joining Fragomen in 2008, he was a shareholder for Littler Mendelson Global, where he managed the US immigration practice. Formerly, Rodney was senior counsel at Texas Instruments in Dallas, Texas, where he managed global immigration, and during that time was on the board of directors of the American Counsel of International Personnel (ACIP). He teaches business immigration law at Arizona State University Law School and previously taught comprehensive immigration law at Southern Methodist University Law School for many years.

Rodney is a frequent speaker and contributor to a variety of organisations, including the American Immigration Lawyers Association (AILA), the American Council on International Personnel (ACIP), the Practising Law Institute, Immigration Lawyers on the web, trade groups and bar associations, and he appears in the 2010 and 2011 editions of Who's Who Legal – The International Who's Who of Corporate Immigration Lawyers. His law firm experience includes practices at Baker Botts and Brobeck, Phleger & Harrison.

Rodney has designed high-volume PERM programmes for Fortune 500 companies to maximise speed and efficiency within rigorous compliance; advocated legislative and administrative reforms tailored to Fortune 500 clients; represented corporate clients in meetings at various consulates in India and Vietnam and throughout China to address export control, immigrant intent and other obstacles to fast and predictable visa issuance; and developed elaborate immigration due diligence checklists and presentation materials for Fortune 500 companies.

He is a member of the following organisations: American Immigration Lawyers Association; adjunct professor, Arizona State University Law School; Arizona Technology Council's law and technology committee, and TechAmerica Southwest executive board; Global Commission on International Migration; board of directors, American Counsel on International Personnel (ACIP); former adjunct professor, Southern Methodist University Law School.

His publications and lectures include: Business Immigration Law: Forms and Filings, originally published 2005 (updated semi-annually); Business Immigration Law: Strategies for Employing Foreign Nationals, originally published 2001 (updated semi-annually); editor, American Immigration Lawyers Association Annual Conference Nationality Law Handbook (2008 - 2011). He has been a speaker on various business immigration topics at conferences and symposiums, including the following: World Economic Forum, American Counsel on International Personnel, American Immigration Lawyers Association, Immigration Lawyers on the Web, Practising Law Institute, and Southwest Association of Law Librarians. He has spoken at various consulates on behalf of clients throughout China and in Vietnam and India. He has spoken at various state and federal associations of general contractors, as well as at various bar associations.

He has been recently interviewed by: CNN Money Magazine, Business Week, The International Herald Tribune, EE Times, Corporate Legal Times, Workforce Management, Information Week, ILW Immigration Daily and numerous newspapers.

He is admitted in Arizona, California and Texas, and was educated at Cornell University Law School, JD, 1986, MA.
