He received his LLB from Osgoode Hall Law School (1983) and LLM from the London School of Economics (1984). He was called to the Ontario Bar in 1986.
Peter is acknowledged as a leading practitioner by Chambers Global, Best Lawyers in Canada, The International Who's Who of Competition Lawyers and other professional surveys, and is listed in the Canadian edition of Who's Who.
Peter is active in the competition law section of the Canadian Bar Association, and is currently vice chair (international) of the mergers committee. He has published numerous articles and spoken widely on various competition law and foreign investment topics, including most recently, proposed changes to Canada's merger enforcement guidelines, implications for business transactions of amendments to the criminal conspiracy provisions of the Competition Act, hostile bids, challenges faced by state-owned investors, financial industry mergers and the Competition Bureau's proposed abuse of dominance guidelines. Peter's recent work includes the first cases reviewed under the Canadian government's new state-owned investor guidelines.
