From 2001 to 2004, Richard worked in Washington, DC, at a leading US and European law firm, where he assisted in advising on a variety of US and European competition law matters. From 1991 to 2001, he served as an enforcement official at Canada's Competition Bureau, where he was responsible for conducting or overseeing more than 100 merger reviews and played a central role in various contested merger and non-merger cases before the Competition Tribunal.
Richard is an active member of the national competition law section of the Canadian Bar Association. He was chair of the organising committee for the CBA's 2010 Annual Fall Competition Law Conference and is immediate past chair of the section's economics committee.
Richard is recognised in Expert Guides' Guide to the World's Leading Competition Lawyers, Chambers Global's The World's Leading Lawyers for Business in the areas of competition/antitrust and competition/antitrust: Investment Canada, and in the PLC Which Lawyer? Yearbook and Cross-border Competition Handbook.
Richard is a frequent speaker at competition law conferences and has authored or co-authored several articles on competition law. He has been a lecturer in competition law at Queen's University in Kingston, Ontario, and a visiting professor in international trade law at l'Université de Moncton in New Brunswick. Richard has law degrees from Osgoode Hall Law School (LLB, 1989) and Oxford University (BCL, 1991) and is a CFA charter holder.
