Mr Barbará's work involves large-scale projects in the oil and power industry, including independent power projects, as well as BLT, BOO and BOOT transactions involving refineries, power plants, transmission lines and substations, nitrogen plants, FSOs and FPSOs.
His practice focuses on states or state-owned entities, structuring project finance transactions, including drafting and negotiating contract documents and conducting international bidding processes, in several of the largest transactions in Latin America.
In addition to representing Petróleos Mexicanos and Comisión Federal de Electricidad in Mexico, Mr Barbará has represented other international state-oil companies such as Petróleos de Venezuela, SA and the Ministry of Energy and Petroleum of Venezuela, YPFB of Bolivia and Petroecuador in major matters involving relations with international petroleum companies.
He also handles investor-state arbitration before the International Centre for Settlement of Investment Disputes, where he is part of the Curtis defense team assigned to major international arbitration proceedings related to the oil industry.
Before joining Curtis, Mr Barbará served as a legal advisor at the Ministry of Finance and Public Credit in Mexico, participating in the review and negotiation of loan agreements.
Mr Barbará earned his law degree from the Instituto Tecnológico Autónomo de México (ITAM).
