As counsel, Ms Rooney has represented government ministries, multilateral agencies, lenders and equity participants in the aviation, banking and finance, cement production, construction, energy, forestry, fund management, investment banking, manufacturing, media, mining, IT, satellite, telecommunications, and water sectors, among others, conducting commercial, construction and BIT arbitrations under the major institutional and UNCITRAL Arbitration Rules.
Ms Rooney's roles include being the chair of the ICC Hong Kong arbitration committee and on the editorial committee of IBA Dispute Resolution International; her memberships include the ICC arbitration commission, HKIAC users group, and the IBA New York Convention Committee. In 2010 and 2011 works that she co-authored or contributed to have been published by the IBA, ICCA, Lexis Nexis, Sweet & Maxwell and TDM. She is regularly cited in directories and speaks at international conferences.
In 1998 and 1999 Ms Rooney led a World Bank project advising the Lao Ministry of Justice on the reform of its arbitration law.
