Biography: Environment

Édis Milaré received his LLB from the Mackenzie University School of Law in São Paulo, and his LLM in Social Rights from the Catholic University School of Law in São Paulo state.

He was a São Paulo state public prosecutor (retired), and lead coordinator of the Prosecution Offices for Environmental Affairs in the state of São Paulo from 1983 through to 1992.

Édis Milaré was head of the São Paulo state Environment Office between 1992-1994; chairman of the Forest Conservation and Sustainable Development Foundation in the state of São Paulo (1995 through August 1997); chairman of the jurists committee instituted by the São Paulo state government to draft the National Environment Code bill (Decree No. 36860 of June 5, 1993, as amended by Decree No. 39684 of December 15, 1994); member of the advisory board of the Institute O Direito por um Planeta Verde (The Right to a Green Planet); and a member of the publishing board of the environment magazine published by Ed, Revista dos Tribunais, São Paulo.

Édis Milaré has published articles in environment magazines in Brazil and abroad, he is the author of a number of books on environmental issues, including: Legislação Ambiental do Brasil (Environment Law in Brazil); Estudo Prévio de Impacto Ambiental (Prior Environmental Impact Assessment); A Ação Civil Pública e a Tutela Jurisdicional dos Interesses Difusos (Citizen Suits and Court Protection of Natural Rights); A Ação Civil Pública na Nova Ordem Constitucional (Citizen Suit and the New Constitutional Order); Direito do Ambiente (Environment Law); and Direito Penal Ambiental – comentários à Lei 9.605/98 (Criminal Environmental Law – Insights into Law 9605/98).

Édis Milaré is a professor of Environment Law (specialisation course in natural and collective rights) held at the Center for Professional and Legal Studies of the São Paulo State Public Attorney's Office; a professor of Conservatory Measures for the Environment (TPA) (environment law specialisation course) at the Public Health College of the São Paulo University School of Law; and a professor of Environment Law (consumer, environment and collective procedure law specialisation course) at the School of Higher Studies in Law Issues, Brazilian Bar Association – São Paulo Chapter (OAB/SP).

Édis Milaré is a managing partner and counsel in the environment law practice at Milaré Advogados, São Paulo, Brazil.
