Mr Barutciski chairs the international affairs committee of the Canadian Chamber of Commerce and is a member of the trade and investment commission of the International Chamber of Commerce and the task force on bribery and corruption of the business and industry advisory committee to the OECD (BIAC). He is a past president of the International Law Association (London, England) and a past chair of the international law section of the Canadian Bar Association.
Fluently bilingual in English and French, Mr Barutciski has published and lectured extensively in Canada and abroad on matters relating to international trade and competition law. He has testified before federal and provincial parliamentary committees on matters relating to international trade, investment and competition law and has been consulted by WTO and NAFTA working groups, OECD committees, and Canadian and foreign business organisations in relation to international trade and competition law. From 1996-99, Mr Barutciski was retained by The World Bank to advise with respect to regulatory reform in the Middle East and Africa. Mr Barutciski was an adjunct professor of International Trade Law at the Faculty of Law of the University of Ottawa from 1990 to 1994.
