Biography: Project Finance

Dr Eve Hawa Sinare is a partner of Rex Attorneys, one of the largest corporate law firms in Tanzania. She heads the firm's banking and financial services department. For more than 12 years she has represented some of the largest local, regional and international banks and financial institutions in projects or corporate syndicated lending in Tanzania in telecommunications, gas, oil, energy, industry, mining, manufacturing, coal mining and agriculture sectors, among others. Prior to practising she was senior government adviser for privitisation of public corporations, and before that she was director of legal and institutional affairs of the Common Market for Eastern and Southern Africa, and before that Dr Eve was an assistant lecturer at the University of Dar es Salaam.

She is a frequent speaker at legal and business conferences, such as the annual conference of financial institutions in Tanzania (attended by representatives from all the banks and financial institutions in Tanzania) and at the annual general meeting of the World Services Group (held in Costa Rica and focused on risk management in project finance), a worldwide network of firms in all continents. She is also an author of numerous articles on legal topics. A graduate of the University of Dar es Salaam (LLB and LLM) and the University of Konstanz, Germany (LLD in international economic law – trade and finance), she is a member of the East African Law Society, the Tanganyika Law Society and the Tanzania Women Lawyers Association. Dr Sinare is a member of the board of the Capital Markets and Securities Authority; a vice chairperson of the Tanzania Tourist Board; a vice chairperson of the advisory board of A/C BEST, working for a better business environment; a member of the lands working group of the National Business Council; a member of the lands working group of the National Business Council; a commissioner at the joint Finance Commission (a constitutional board for the union of Tanzanian government finance issues); a member (until 2006) of the board of Stanbic Bank Tanzania Limited, one of the banks owned by the Standard Bank of South Africa; a member of an ad hoc task force set up by the BOT to advise on a study concerning the facilitation of mortgage finance in Tanzania; a member of the Board of Mkombozi Commercial Bank; a member of the Board of the Tanzania Investment Centre; and as a commissioner, part of six-person team appointed by the president of Tanzania to review the privatisation and private-sector participation in utilities and infrastructure.
