Biography: Competition Economists

Richard Gilbert is a professor of economics and affiliated professor of business administration at the University of California, Berkeley. He also serves as a senior consultant to Competition Policy Associates (COMPASS) and its parent company, FTI Consulting, and as a member of COMPASS' executive committee.

From 1993 to 1995, he was deputy assistant attorney general in the antitrust division of the US Department of Justice, where he led a task force that developed joint Department of Justice and Federal Trade Commission Antitrust Guidelines for the Licensing of Intellectual Property. Before serving in the Department of Justice, he was the director of the University of California energy institute and associate editor of The Journal of Industrial Economics, The Journal of Economic Theory, and The Review of Industrial Organisation. Professor Gilbert was the chair of the Department of Economics from 2002 to 2005 and is currently the chair of the Competition Policy Center at the University of California, Berkeley.

Professor Gilbert is past president of the Industrial Organisation Society and past vice chair of the American Bar Association's antitrust section committee on economics. His research specialties are in the areas of antitrust economics, intellectual property, research and development, energy markets, and public utility regulation. He is the author of numerous scholarly articles. He has lectured widely and testified in proceedings before state and federal courts, regulatory commissions, the California state legislature, and the US Congress.
