Biography: Competition Economists

Ms Guerin-Calvert, a senior managing director of Compass Lexecon and vice chairman of its executive committee, has an active practice before federal and international antitrust agencies and in litigation, including class certification, healthcare and network industries. She has been involved in numerous merger reviews in regulated, service, and manufacturing industries.

She has served as an expert witness in the US, Canada, New Zealand, and Europe, including as economic expert in healthcare litigation, financial services, airlines and CRS. She served as the expert witness for Arch Coal in the recent merger challenge by the FTC. She was formerly principal at Economists Incorporated and assistant chief of the economic regulatory section at the Antitrust Division, US Department of Justice. At the Antitrust Division, she served as chair of the inter-agency task force on bank competition and worked on the 1993 healthcare policy statements. She also served as economist at the Federal Reserve Board and as adjunct lecturer at Duke University's Institute of Policy Sciences. She has testified before the FTC on B2Bs, intellectual property, and healthcare, and before Congress on banking.

She has written extensively on network industries, healthcare, banking, and coordinated effects. Among other publications, she authored 'The Role of the Economist/Economics in 'Proving' Coordinated Effects', Columbia Business Law Review and co-edited Electronic Services Networks: A Business and Public Policy Challenge. She is a former ABA section of antitrust law council member, chair of the exemptions and immunities task force, and currently member of the task force on economic evidence and chair of the membership committee.
