David is a recognised leading expert in Israel's competition law arena. He previously served as the director general of the IAA (1997 2001). During his time in office, the IAA trebled in size, legislative amendments were introduced, and much of the foundation for Israel's competition law and enforcement policies was laid. As director general, he introduced the IAA to the OECD competition committee. He was also the driving force behind the cooperation agreement between the US and Israel in the area of competition.
David's practice includes the representation of leading multinational clients, as well as many of Israel's largest industrial and holding companies, financial institutions and telecom companies. David is consistently listed as a leading individual by Chambers Global and The Legal 500.
Previously, David was a senior partner at Caspi & Co and an attorney at Wachtell, Lipton, Rosen & Katz (1988 1993). David is an adjunct professor at the Tel-Aviv University School of Law and was an adjunct professor at the Hebrew University of Jerusalem and the Interdisciplinary Center. David is the former head of the Israel Bar Association corporate law committee and the competition committee.
