Biography: Construction
Jim Delkousis is a partner in the Dubai office of DLA Piper Middle East LLP. Jim has specialised in all aspects of construction law for almost 20 years. His expertise covers all forms of major project dispute resolution. A selection of Jim's matters include: acting for Thule Drilling ASA in a multi-jurisdictional construction dispute (Dubai, Sharjah); The Dubai Waterfront Project (acting for Nakheel); the New MetroRail City Project, Perth (acting for the Leighton Kumagai Joint Venture); the Sual Power Station, Philippines (ongoing role over a number of years in relation to construction delays, financial completion, claims against the designer and project insurers); the Zhuhai Power Station, China (acting for the turnkey contractor in relation to construction delays, completion issues and insurance claims); Tallawarra and Kwinana Power Stations, New South Wales and Western Australia (acting for the contractor in various construction claims); the Melbourne City Link Project (acting for the joint venture contractor in a large claim against designers and insurers concerning Burnley and Domain tunnels); the Shajiao C Power Station, China (acting for the owner in its US$150 million claim for liquidated damages versus contractor's counterclaim for US$500 million); the Victorian Hospitals Cogeneration dispute (acting for the main supplier in a consolidated four-tiered arbitration concerning an A$100 million claim against it, and a multitude of claims by the client against other parties); and the ADATS Project, Australia (acting for Raytheon in relation to its delivery to Australia of an integrated Australian Defence Air Traffic System).
Jim obtained his LLB (with honours) from the University of Melbourne in 1988. In 1992 he was the inaugural winner of the Britain-Australia Commercial Law Scholarship, and received his LLM from the University of London in 1993.
