Doug represents industry in a variety of regulatory and permitting proceedings across the United States. In addition to Clean Air Act permitting and enforcement cases, Doug provides support to several US institutional clients regarding mould and indoor air quality assessment and remediation. He is also the long-standing environmental counsel for a public electric power authority.
Mr Cloud also advises clients on the environmental risks and liabilities attendant to corporate mergers, stock and asset deals and real estate transactions. For example, he supported environmental due diligence in the sale of millions of acres of timberland and has secured liability protection for numerous developers and lenders under various brownfields and voluntary clean-up programmes.
He is a frequent author and speaker on environmental topics, and has authored articles in Mealey's Pollution Liability Report, 'Supreme Court Clears the Way for Tough New Air Standards' and in the national Legal Times, 'Haze of Uncertainty: DC Circuit Corrals EPA', and updated the treatise Law of Distressed Real Estate, Environmental Due Diligence: A Guide to Liability Risk Management in Commercial Real Estate Transactions. He is a past chair of the Environmental & Toxic Tort Section of the Atlanta Bar.
Mr Cloud received his undergraduate degree with honours from Grinnell College, holds a Masters degree from Florida State, and received his law degree from Cornell Law School in 1988.
