Mr Di Rosa has extensive experience in legal matters relating to Latin America, is a native Spanish and English speaker, and has a bicultural background. Earlier in his career, he was a senior lawyer at the US Department of State, and a member of the Senior Executive Service of the US government. As head of the Office of the Legal Adviser for Western Hemisphere Affairs at the State Department, he had responsibility for legal matters pertaining to US relations with all countries in Latin America and the Caribbean, as well as Canada, and served as chief negotiator for the US for numerous international treaties and agreements.
Mr Di Rosa received a BA magna cum laude from Harvard College (1987) and a JD cum laude (1991) from Harvard Law School, where he served as editor-in-chief of the Harvard Human Rights Journal.
