Dirk Stolz advises clients on all commercial and regulatory aspects of telecommunications and IT law, including licensing, business process outsourcing, data protection and e-commerce. In addition, he is regularly involved in telecommunications and technology transactions, both domestic and cross-border.
Dirk Stolz represents leading satellite, wireless and mobile service providers. He successfully represented a bidder in the German 3G auction as well as participants in several beauty contests and auctions for fixed wireless frequency spectrum. In the mobile communications sector, he advises in respect of regulatory issues, such as termination charges, roaming and carrier pre-selection, as well as on mobile data services, mobile entertainment and other premium rate services.
He currently advises several international clients in respect to the regulatory and commercial aspects of mobile TV and IPTV. In addition, he represents clients in regard to multi-platform deals, the set-up of platforms for online and mobile content distribution and online billing and payment systems, both in Europe and Asia. His current regulatory work comprises spectrum allocation, disputes on numbering issues and regulation of mobile carriers and MVNOs.
