Biography: Regulatory Communications

Stephen Spinks is a partner in Sidley's Brussels office, where he focuses on EU competition, communications and trade law.

Mr Spinks has practised European competition and regulatory law in Brussels since 1979. He has extensive experience in the application of EU competition law, including merger control, cartel investigations, and antitrust counselling on a broad variety of commercial practices including horizontal cooperation agreements, licensing and distribution practices. He also has wide experience in EU anti-dumping proceedings involving industrial products, consumer electronics and household appliances.

Mr Spinks has advised clients in numerous industries and business sectors, including telecommunications services and equipment, media, Internet, satellite services, consumer electronics, household appliances, automobiles, industrial vehicles, paper, forest products, minerals, medical equipment, heavy machinery, pharmaceuticals, chemicals and agrochemicals.

Mr Spinks is a member of the faculty of the Brussels Seminar on the Law and Institutions of the European Union and a member of the Board of Advisers of the Dean Rusk Center for International, Comparative and Graduate Legal Studies at the University of Georgia School of Law. He is also a frequent speaker at conferences on EU competition and merger control law.
