Biography: Construction

Howard M Rosen is a partner at Peckar & Abramson. He possesses more than 28 years of construction law experience. He represents construction companies and developers in private project transactions and disputes. He also has extensive experience in litigating claims for public construction contractors in various courts and alternative dispute forums.

Mr Rosen has been involved in numerous highly complex arbitrations, representing both claimants and respondents, and has been repeatedly successful in using mediation to achieve favourable settlements for clients. Mr Rosen has successfully defended against multimillion-dollar delay claims in state and federal reported court cases, and has achieved substantial recoveries of litigated claims on behalf of contractor clients. Mr Rosen has conducted jury and non-jury trials on breach of contract and construction claims.

Mr Rosen is the chairman of the construction law committee of the Association of the Bar of the City of New York. He has organised and chaired a CLE Programme on Effective Mediation in the Construction Industry, and is a certified provider of a CLE programme on the New York Mechanic's Lien Law. He is a former faculty member of the New York University Real Estate Institute, where for many years he taught Construction Law. Additionally, he has published several articles on Construction Law. Mr Rosen is also an active member in the General Building Contractors Association of New York. He is also a member of the Public Contract Law and Construction Industry sections of the American Bar Association.

Mr Rosen has long held Martindale-Hubbell's highest AV rating along with being recognised in the field of construction law by Best Lawyers in America, Chambers USA and New York Super Lawyers.

Mr Rosen is a graduate of Cornell University and the New York University School of Law.
