Prior to joining Arnold & Porter LLP, Mr Rosen served as chief of the communications and finance section of the US Department of Justice antitrust division, assistant director of the Federal Trade Commission's bureau of competition, and as attorney adviser to the chairman of the Federal Trade Commission.
Mr Rosen represented AT&T Inc and its predecessor, SBC Communications, in major acquisitions, including serving as lead counsel in Cingular Wireless's US$41 billion acquisition of AT&T Wireless, and AT&T's acquisitions of Dobson Communications and Centennial Communications, and serving as co-counsel in SBC's acquisitions of AT&T Corporation, Bell South, Ameritech and Pacific Telesis.
He advised Cisco Systems in its acquisitions of Starent Networks, Scientific-Atlanta, the Linksys Group, and Airespace Corporation; Bucyrus International in the global antitrust approvals for its US$1.3 billion acquisition of the mining equipment business of Terex Corporation and its acquisition by Caterpillar, Inc; and Computer Associates in its acquisitions of Legent Corporation, Platinum Technology International, and Sterling Software. He also represented the Recording Industry Association of America in a Department of Justice antitrust investigation of the online distribution of recorded music, which concluded without any enforcement action.
