Marc Reysen joined Howrey's Brussels office as a partner in 2006. Mr Reysen's practice has particular focus on representing clients in complex merger control proceedings before the European Commission and the German Bundeskartellamt as well as in providing strategic advice in relation to merger control procedures in other countries.
Mr Reysen has provided strategic advice in cases under article 81 of the EC Treaty, particularly regarding research and development cooperation, complex licensing arrangements and production joint ventures. He has also defended clients against allegations of abusive behaviour, advised in relation to structuring distribution systems and represented clients in cartel cases. He has advised on a number of state aid issues, in particular in relation to investment aid, the state's role as a shareholder of a business, as well as with regard to the compatibility of long-term agreements with state-owned entities in the energy sector.
Mr Reysen's experience spans a broad range of industries, including pharmaceuticals, engineering, defence, IT, chemicals and fuel, transport and logistics as well as the private equity sector. One particular focus of his practice is on financial services and insurance, where he has worked on major merger control matters, providing behavioural advice, compliance training and guidance in relation to the European Commission's sectoral inquiry.
Mr Reysen is actively involved in the International Bar Association (IBA) and is serving as co-chair of the IBA's working group dealing with the development of antitrust rules in the People's Republic of China - he has advised clients on the competition law implications of joint ventures with Chinese counterparts on numerous occasions.
A native of Germany, Mr Reysen received a degree in law, with honours, after having studied in Frankfurt and Bonn. He subsequently obtained a master of European law from the University of Edinburgh with distinction and a Dr jur from the University of Bonn, with a thesis on the informal conclusion of administrative proceedings on competition issues. He has published various articles on competition law topics.
