As senior legal adviser and counsel to Canada's Competition Bureau and Justice Department, Graham led many multinational and domestic cartel investigations and prosecutions. He has also conducted significant commercial fraud, tax evasion and other white-collar prosecutions and is a seasoned litigator before all levels of courts, including the Supreme Court of Canada.
Recognised as a leading competition litigator by Chambers Global, Graham is a frequent writer, speaker and contributor to both domestic and international antitrust publications and is the immediate past-chair of the criminal matters committee of the Canadian Bar Association's national competition law section. He is also an active member of the ABA section of antitrust law, and the international antitrust committee of the section of international law. He has served as a Canadian non-government advisor at several meetings of the International Competition Network, and has lectured in criminal competition law topics at Canadian universities. He was awarded a federal QC appointment in 1992.
