Biography: Regulatory Communications

Stephan Polster has been a partner at Dorda Brugger Jordis since 1999. He is an expert in telecommunications, competition, and energy law.

Stephan Polster has advised domestic and international clients on a wide range of telecommunications regulatory matters both in the mobile and fixed telecommunications business. His expertise covers the representation of clients in licensing procedures, interconnection disputes before the Austrian regulator and the Higher Administrative Court, in particular in the mobile communications area, competition law-related advice for communications providers, the negotiation and drafting of telecoms-specific contracts, such as interconnection agreements, site sharing agreements or MVNO-agreements, as well as advising clients on the ongoing market analysis procedures under the new regulatory framework. Services provided range from out-of-court advice to representation before regulatory and antitrust authorities, as well as litigation.

Stephan Polster graduated from the University of Vienna (Dr iur 1993) and from the University of Wolverhampton (MA in English Law 1994). He wrote his doctorate thesis on EC telecommunications law, is co-author of the leading commentary on the Austrian Telecommunications Act 2003, wrote numerous articles in Austrian and international journals and contributed the competition chapter to Mergers & Acquisitions (Vienna, 2007).
