Biography: Project Finance

Mark Phillps is a partner at Herzog Fox & Neeman (since 2001), Israel's largest and most widely known international law firm, specialising in a number of areas, notably with regard to advising on major national infrastructure projects and project financing transactions. He represents a number of concessionaires, bidding groups and Israeli and international banks and financial institutions in connection with such projects in Israel. These include advising: CityPass, the concessionaire of the Jerusalem Light Rail System in connection with the tender process and financing of the project; Carmelton, concessionaire of the Carmel Tunnels project; the State of Israel in connection with the Police Academy project; Bank Hapoalim BM on the US$1.2 billion Cross-Israel Highway financing (including the $210 million Section 18 extension) and acting as Israeli counsel to international lenders (including Banco Espirito Santo, Clayon and EIB) in the Hadera desalination project.

Mark also advises on mergers and acquisitions, and has been actively involved in several of the largest and most significant local and cross-border transactions to have taken place in Israel in recent years.

Mark was born in England (1971) and was educated at the University of Leeds, Faculty of Law, LLB (first class honours). He has been an Israeli advocate since 1998. Mark is bi-lingual in English and Hebrew.
