Biography: Regulatory Communications

Andrew graduated with an LLB degree from the London School of Economics and has practised in the areas of corporate and commercial law for over 20 years. He specialises in competition, telecommunications and media law (on both regulatory and transactional fronts).

Whilst at a former firm, Andrew was engaged as a local counsel to advise on the formulation of both the IDA Telecom Competition Code as well as the MDA Market Conduct Code.

Andrew has successfully handled a wide variety of telecommunications work including public tenders and spectrum auctions; operator joint-ventures; advising regulatory and other governmental authorities and private operators on legal and policy frameworks, market access and interconnection issues; advising, drafting and negotiating a wide range of industry contracts for an extensive range of top-name industry players; advising internet access and exchange service providers as well as product and application suppliers on a wide range of IT-related contracts including industry start-ups and e-commerce, software development, equipment and facilities management, portal and website developments agreements, start-up fundings and structurings; and, in the area of media, the setting-up of Pan-Asian Broadcasting Hubs, as well as advising on programming contracts and delivery systems. He is listed in a number of international directories as a leading telecommunications lawyer.

He also has an active practice in corporate restructuring, direct investing and market access work, employment and immigration law, franchising and business transactions generally.

He is married to Carolina and they have three children, Evan, Kyle and Ryan.
