Héctor A Mairal, partner and member of the management committee of the firm, has a law degree with honours and a PhD in Law from the University of Buenos Aires, where he has been a Professor of Administrative Law since 1965. He holds a Masters degree, cum laude, in Comparative Law from the Southern Methodist University, and has been a visiting scholar at Harvard (1982-83) and Cambridge (1987) universities.
As an expert in administrative and business law, he has been involved in matters of high complexity and importance as adviser to national and international companies, dealing with mergers and acquisitions, property development projects, joint ventures, business and government contracts, loans and project financing. He acts as counsel and expert witness in complex arbitrations and litigation in the field of hydrocarbons, utility concessions, licences and privatisations.
He is the author of various books and many articles on administrative law, company law and foreign investment, published in Argentine and foreign law journals.
He is a member of several official commissions appointed to draft legislation (ie, a substantial revision of Argentina's Company Law). He participated in an UNCITRAL team that prepared a legislative guide on privately financed infrastructure projects. In the 1990s he headed the legal teams that privatised the Argentine state telephone, gas and oil companies.
Among other awards, in 1993 he was awarded an honorary OBE for his work as chairman of the Argentine-British Chamber of Commerce toward the improvement of relations between both countries; in 2005 Chambers and Partners awarded him the lifetime achievement award; and in 2006 he received a Konex award for his contribution to social sciences in Argentina.
