Biography: Trade & Customs

Richard Luff was admitted to the Brussels Bar in 1986. After three years in a major US law firm, he joined Van Bael & Bellis in 1990 and became a partner in 1996.

Richard Luff specialises in international trade law, in particular in anti-dumping and anti-subsidy law and has represented clients before the European Commission, the European Court of Justice and the WTO. He has been involved in most of the leading anti-dumping investigations initiated by the EU since 1990 and has personally handled in excess of 100 anti-dumping and anti-subsidy cases for clients from around the world, including the USA, China, Russia, Korea, Taiwan, the Middle East, South-East Asia and Mexico, in a wide variety of industries, for example, steel, textiles, chemical products and electronics. He also acts for clients in anti-dumping proceedings initiated by third countries.

Furthermore, Richard Luff advises governments, other public institutions and international clients on market-access issues and other WTO-related matters. He is also asked by governments to run training programmes for their anti-dumping and anti-subsidy units on a regular basis.

Richard Luff speaks English, French, Italian and Spanish. He also speaks regularly at trade conferences and seminars.
