Biography: Trade & Customs

Lewis Leibowitz, a partner at Hogan & Hartson with more than 30 years of experience, practises international trade and customs law and handles a variety of international commercial transactions. He frequently represents clients before US and international agencies, including the US Department of Commerce, the US Trade Representative's office, the International Trade Commission, US Customs (CBP), NAFTA panels and the WTO.

Mr Leibowitz has a multifaceted trade practice. He assists clients in anti-dumping and countervailing duty proceedings, as well as proceedings under sections 201 and 301 of the Trade Act of 1974 and section 337 of the Tariff Act of 1930; is active in dispute settlement activities involving the WTO; is active in trade-related legislative and policy matters with the firm's legislative practice group; counsels clients with respect to customs matters and foreign trade zones; and works on international trade and commercial matters, especially involving newly emerging economies.

On behalf of clients, Mr Leibowitz handles matters affecting international trade in aerospace, agriculture, processed foods, high-technology products and the automotive, aluminium and steel industries. He is a recognised authority on the effects of international trade restrictions on industrial consumers and companies that rely on imports. In the steel industry, he has been involved in the negotiation of international steel agreements, anti-dumping and countervailing duty proceedings, counselling on trade policy and legislative matters.

In the customs area, Mr Leibowitz represents clients in entry rulings, classification of imported merchandise, bonds, fines, penalties and forfeiture proceedings, valuation, country of origin questions and NAFTA eligibility of products, foreign trade zones, and supply chain management for international companies.
