Dr Kamal Hossain is currently engaged as arbitrator in a number of international arbitrations, including two ICSID and one PCA arbitration in the energy sector. During 2008-09 Dr Hossain led a legal team representing a host state in an international arbitration, to a successful outcome against a major international oil company.
Dr Kamal Hossain is admitted to practice in England (Lincoln's Inn, 1959) and before the High Courts in Pakistan (1959) and Bangladesh (1971, Senior Advocate, Supreme Court of Bangladesh). He holds degrees from University of Notre Dame (AB, 1955); and the University of Oxford (BA, Hons, 1957; BCL, 1958; D Phil, International Law, 1964). He is the author of Law and Policy in Petroleum Development, Frances Pinter, London, 1979.
He has served as a member of parliament from 1972 to 1975, participating in the Bangladeshi government as chairman of the constitution drafting committee of the constituent assembly of Bangladesh, 1972; as minister of law, 1972; petroleum and minerals, 1974; and of foreign affairs, from 1973 to 1975. He was a visiting Fellow at All Souls College, Oxford, 1975. Between 1977 and 2001, Dr Hossain was an international consultant at Clifford Chance, London. He is a member of ICSID panel of arbitrators; International Law Association (vice chairman); International Bar Association (former member, gas law committee); member of the executive committee of energy section of LAWASIA; United Nations Compensation Commission (until 2005); Supreme Court Bar Association, Bangladesh (president, 1990 to 1991) and of the Bangladesh Bar Council (vice chairman, 1989 to 1995). He speaks English and Bangla.
