Mr Goldman is a former head of the Canadian Competition Bureau. Prior to that appointment, he was the assistant special counsel for the attorney general of Canada in the uranium cartel proceedings of 1977 to 1983. In the early 1990s, Mr Goldman successfully represented the Attorney General of Canada as special counsel in the appellate proceedings (which included the Supreme Court of Canada) on the constitutional validity of section 45 (the cartel provision) of the Competition Act.
Mr Goldman is a vice chair of the ICC task force on the International Competition Network; a co-chair of the international task force of the American Bar Association section of antitrust law; and special adviser to the competition committee of the business and industry advisory committee to the OECD.
Mr Goldman has become known as a pre-eminent competition lawyer both in Canada and abroad. Most recently, he was the only Canadian lawyer nominated for Lawyer of the Year in the 2011 Global Competition Review Awards. He is also the only Canadian competition lawyer recognised as a "star individual" for competition law in Chambers Global: The World's Leading Lawyers for Business 2011; this highest ranking is one he has held for a number of years. In Law Business Research's The International Who's Who of Business Lawyers 2010, Cal was ranked among the top 20 "Most Highly Regarded Individuals" in the area of competition law, and according to the publication, he "is one of the worldwide leaders in this sector." He is also ranked in the Legal Media Group's Guide to Leading Practitioners: China, having been nominated by peers and in-house counsel as a preeminent competition and antitrust expert with experience on China matters.
Mr Goldman is also recognised in PLC Which Lawyer? 2012, Law Business Research's Who's Who Legal: Canada 2011, The 2012 Lexpert/American Lawyer Guide to the Leading 500 Lawyers in Canada; The 2011 Lexpert Guide to the Leading US/Canada Cross-border Litigation Lawyers in Canada, and The Canadian Legal Lexpert Directory 2012. In The Best Lawyers in Canada 2012 his peers voted him as one of the leading competition lawyers in Canada and in 2010 Best Lawyers' Toronto voted him Competition/Antitrust Lawyer of the Year 2010.

Mr Goldman was admitted to the Ontario Bar in 1976 and appointed to the Queen's Counsel in 1987. He received an LLM from Harvard Law School in 1974 and an LLB (Gold Medallist) from Osgoode Hall Law School in 1973.
