Biography: Project Finance

Peter Fitzgerald's practice involves representing multilateral agencies, commercial bank lenders and project developers in connection with international project financings. Mr Fitzgerald has been heavily involved in infrastructure projects (power, telecommunications, oil and gas, transportation and petrochemical projects) and other projects in the emerging markets of Latin America, Asia, Africa, the Middle East, and Russia and the Commonwealth of Independent States, and specialises in the negotiation of project financings involving multilateral and/or bilateral agency support. He also represents foreign investors in connection with foreign investment disputes with host country governments, and represents foreign investors, commercial bank lenders and political risk insurers in connection with political risk matters, and related insurance contracts and claims under political risk insurance contracts.

Currently, Mr Fitzgerald represents multilateral and bilateral development agencies on project financings and political risk matters generally, including the International Finance Corporation, the World Bank Group's organisation that finances private sector projects in developing countries, and the Overseas Private Investment Corporation (OPIC) - the US government agency that encourages and facilitates investment in developing countries through finance and political risk insurance programmes. Mr Fitzgerald joined Chadbourne from OPIC, where his duties included service both as chief counsel for project finance matters and chief counsel for political risk insurance matters.

Mr Fitzgerald graduated from the University of Notre Dame with High Honours in 1978 and from the Rutgers Law School at Newark in 1981. He is a frequent author and lecturer on project finance and political risk matters.
