Mr Doyle regularly counsels bank holding companies, foreign banks, savings institutions, insurance companies, investment banks and securities firms on a wide variety of regulatory matters, including strategic planning, complex regulatory issues, enforcement proceedings and legislation. Mr Doyle has developed an expertise advising securities firms and insurance companies in the acquisition of financial institutions and in establishing platforms for these entities to offer banking products and services to clients of these firms. Among other matters he has handled in this area, Mr Doyle represented State Farm Insurance in the formation of State Farm Bank, FSB. Mr Doyle is recognised for his ability to devise creative solutions to complex regulatory issues.
Prior to joining Arnold & Porter in 1983, Mr Doyle served as deputy general counsel and acting general counsel of the Federal Home Loan Bank Board and earlier served in a variety of legal positions at the Office of the Comptroller of the Currency, including counsel to the Multinational Banking Group. Mr Doyle formerly served on the Adjunct Faculty of the Morin Center for Banking Law Studies at Boston University and currently serves on the board of advisers of the University of North Carolina School of Law's Banking Law Institute. He is currently listed in the banking section of The International Who's Who of Business Lawyers and in the most recent edition of Chambers and Partners.
Mr Doyle is a frequent lecturer on topics related to the regulation of the financial services industry.
