Biography: Competition

Paul is a partner in the competition and antitrust law group in the Toronto office of Osler Hoskin & Harcourt LLP. His practice focuses on complex international mergers and cartels. He also advises clients on a broad range of trade practices and on the Investment Canada Act aspects of acquisitions of Canadian businesses. From 2002 to 2004 Paul took a sabbatical from private practice at the OECD, where he was responsible for overseeing the OECD's work with non-OECD countries in the competition field.

Paul is a former chair of the Canadian Chamber of Commerce's task force on competition law and policy as well as of committees of the Canadian Bar Association and the American Bar Association.

Between 1987 and 1991, Paul held various positions within the Canadian Competition Bureau, including special adviser to the commissioner of competition. In that capacity, he was actively involved in a broad range of policy and case matters, and was the principal drafter of the Bureau's 1991 Merger Enforcement Guidelines.

Paul is the author of Mergers and the Competition Act, a leading text on the merger provisions of the Competition Act (Canada). He has also published articles on a broad range of competition law issues in numerous journals around the world.

Paul is included in the 2006 Lexpert-Thomson Guide to the Leading 100 Creative Lawyers in Canada, the Lexpert American Lawyer Guide to the Leading 500 Lawyers in Canada and in several other international guides to leading lawyers. He was also listed among the top ten competition lawyers under the age of 45 worldwide in a 1998 survey by Global Competition Review.
