Biography: Competition Economics

Dr Jeffrey Church is a professor in the department of economics at the University of Calgary and a Director at Berkeley Research Group. Dr Church was the 1995 to 1996 TD MacDonald chair in industrial economics at the Canadian Competition Bureau. His published research includes articles on competition policy, intellectual property, and network economics. He is the co-author of a book on the regulation of natural gas pipelines in Canada, a well-known text in industrial organisation, and a monograph on the competitive implications of vertical and conglomerate mergers for the European Commission. Dr Church has won numerous teaching awards, including a Students' Union Teaching Excellence Award and two Faculty of Social Science Distinguished Teacher Awards. He has acted as an expert on a wide range of regulatory and competition policy matters and been qualified as an expert before the National Energy Board, the Alberta Energy Utilities Board, the Canadian Radio-Television and Telecommunications Commission, the Federal Court of Canada, and the Supreme Court of British Columbia.

Dr Church has expertise in unilateral effects analysis (eg, Coca-Cola/Cadbury Schweppes), exclusive contracting (eg, distribution of motion pictures in Canada and Mackenzie Valley Pipeline), the interface between competition policy and intellectual property rights (eg, Apotex v Lilly), the competitive effects of horizontal restraints, and monopsony (eg, OECD Best Practice Roundtable and XL/Lakeside). He is well known for his work on the analysis of conglomerate and vertical mergers (eg, OECD Best Practice Roundtable, Google/DoubleClick and Nokia/Navteq). Dr Church also has been extensively involved in regulatory restructuring of telecommunications in Canada. He was a regular contributor to the Competition Bureau's submissions on unbundling and forbearance.
