Biography: Competition

Gabriel Castaneda is the founding partner of Castaneda y Asociados in Mexico City since 1995, lawyers and consultants specialised in antirust law. Mr Castañeda served as the executive secretary of the Federal Competition Commission, in charge of law enforcement, from the agency's inception until 1995. He previously held the position of legal director general of the economic deregulation unit at SECOFI, where he had direct involvement in the drafting or amendment of the following laws: Federal Law on Economic Competition, Federal Law on Consumer Protection, Federal law on the Public Service of Electric Power, Law on Commercial Corporations, Law on Government Property, article 27 of the Constitution (land tenure), Agrarian Law and Organic Law of Agrarian Tribunals, as well as the 1994 structural reform of the judiciary, and drafting of several regulations on electricity, natural gas and telecommunications, among others. He was formerly in charge of international transactions and London Representative of the Banco Nacional de Obras y Servicios Públicos. Before that, he worked for the law firm of Goodrich, Dalton, Little & Riquelme in Mexico City. He has published several papers nationally and internationally. He has been chair of the antitrust committee of the Mexican Bar Association and vice-chair of the committee on international antitrust of the American Bar Association, as well as vice-chair of the committee on trade and antitrust of the International Bar Association. He served as drafter on the subcommittee on notifications and procedures of the merger committee of the International Competition Network (ICN). He has testified before International Competition Policy advisory committee of the US, and acted as adviser to the World Bank in antitrust matters.

Mr Castañeda is a law graduate of the Escuela Libre de Derecho and earned his Masters degree at the London School of Economics and Political Science. He has taught law courses at the Escuela Libre de Derecho and the Instituto Tecnológico Autónomo de México (ITAM) in Mexico City.
