He was a member of the high level UKBA working group on the design of the new points based system (PBS), which gives Penningtons particular expertise in this complicated field. He also advises on compliance and risk issues under the prevention of illegal employment regulations.
Philip has particular expertise in obtaining approvals in all types of cases (including citizenship applications) that do not meet the criteria of the relevant rules, and has handled many cases at the cutting edge of UK and European immigration and human rights law.
Philip has been a special adviser to the House of Lords on immigration legislation and he is co-chair of the ILPA economic migration subcommittee and a member of the UKBA employer task force (intra-company transfer group). Consistently recommended by the Legal 500 and Chambers directories as a leading practitioner in this field, Philip lectures and contributes to publications regularly, most recently as a contributor to the new JCWI guide on the Points Based System.
Philip's co-partner, Nichola Carter, is also listed in Who's Who Legal. Penningtons is a commercial and private client law firm with offices in London and the South East. It is the founder member of the European Law Group and a member of Multilaw.
