Tal served as a member of government committees established to review and propose amendments to the patent and trademark laws in Israel, and was extensively involved in the drafting of Israeli patent legislation, particularly in the area of pharmaceutical law, including the legislation that implemented the TRIPS (Trade-Related aspects of Intellectual Property Rights) Convention in Israeli law.
Tal is also active in the following international IP organisations: since 2004 he has served as president of the Israel chapter of the International Association for the Protection of Intellectual Property Rights (AIPPI), and as secretary for the Israel chapter during 19982004; he is the chairperson of AIPPI's international membership committee; and from 19972001 Tal served as chair of the intellectual property committee of Lex Mundi, an international organisation of leading law firms in more than 150 countries. Tal is also a member of the International Trade Mark Association, ECTA and of ALAI.
In addition, Tal is a contributor to practitioner and international IP reference books, including the respective Israel chapters in Patent Claim Interpretation: Global Edition (Thomson Reuters/West Services 2009-2010); International Intellectual Property Litigation (FT); and Intellectual Property World Desk Reference (Kluwer Law International).
