Biography: Public Procurement

Theodoor Bakker is a foreign counsel at Ali Budiardjo, Nugroho, Reksodiptro. Mr Bakker has worked in South East Asia since 1984. During the first 10 years of his work in Indonesia he gained considerable experience in Indonesian project finance work and foreign direct investment, including private power and petrochemical projects, ship finance, infrastructure development and general manufacturing investment, insolvency and structured finance.

During the Asian financial crisis, Mr Bakker became intensely involved in many aspects of restructuring and insolvency. He was a member of the team that drafted Indonesia's 1998 Bankruptcy Law. Between 1999 and June 2005 Mr Bakker was a partner at White & Case and head of its Indonesia practice.

Mr Bakker has advised the International Finance Corporation (IFC), Morgan Stanley, JP Morgan, Chase and Societe Generale on structured products and insolvency issues. His M&A representations included the tentative Qatar Investment Authority's US$1 billion joint venture with the Indonesia, Dubai Investment Group's investment in Bank Mayapada and IFC's investement in Bank Hana Indonesia. Recently, he was involved in the collapse of Mandala Airlines, the repossession of a number of aircraft and the airline's suspension of payments administration.

Mr Bakker has published articles on Indonesian insolvency and cross-border investment issues, has taught at the Law Faculty of Universitas Indonesia and the Department of Law and Human Rights, and is a regular speaker at conferences on Indonesian legal issues. Mr Bakker is admitted to the Amsterdam Bar.
